Unregistered Kids To Be Provided

(April 24, 2007 Japan Times)
Unregistered kids will be provided administration service.
In Japan there is the law which regards a baby born within 300days after the mother's divorce as having been fathered by ex-husband even if the biological father is another man.
Because of this law, some couples have chosen not to register their children in the family registry and unregistere kids were made.
In oreder to help their growing up, municipal authorities have already decided this plan.

Takako, this is very interesting and something I know nothing about. Can you explain it to me a little more, perhaps tell me about previous cases and about the law before it was changed and what it meant to families? It could make for an interesting research project.

For example, there were children who can't compulsory education. Immadiate cause is that mothers didn't register their children because they didn't want to be their children as ones of pre-hasbands.
I think the registration can't give a definition of families parfectly, but we have to define it in some ways in order to make an orderly society. The registration is just the easiest way, and we can't find any alternative easy way to define familes.
If we think this problem religionally, it only becomes a cause of conflictons.
I think the registration is the best way because of its cold-bloodness.
